The optimism displayed last year by real estate professionals surveyed by the Urban Land Institute (ULI) and PwC for their "Emerging Trends in Real Estate Europe" report is well and truly over, reveals the 2023 edition of the annual study. And while Paris has managed to overtake Berlin as the second most attractive city on the continent behind London, all the cities in the ranking have seen their overall investment and development prospects decline this year.
